Pre-Seminar was held on October 5, in Congress Hall of Hotel Plaza in Herceg Novi. It was devoted to the deregulation and restructuring of the electricity power industry and implementation of open market in the Region. During the Pre-Seminar, experiences from countries in the Region and lectures were given by experts and officials from the Region:
Dr Gligo Vukovic, European Agency for Reconstruction, presented the new Directive 2003/54/EC concerning common rules for the internal market in electricity and Memorandum of understanding on the Regional Electricity Market in South East Europe
Predrag Grujicic, advisor in Ministry of Mining and Energy of Republic of Serbia, presented reforms in electricity sector in Serbia concerning the new Energy Act
Dr Gordan Tanic, Electricity Power Industry of Serbia, presented activities on restructuring of electricity power sector in Serbia
Mr Vinko Bošnjak, advisor to General manager of Electricity Power Industry of Bosnia and Herzegovina, presented activities on restructuring of electricity power sector in Bosnia and Herzegovina
Dragan Cizmovic, Director of Corporative Department of Electricity Power Industry of Montenegro, presented activities on restructuring of electricity power sector in Montenegro
Dr Stefan Gheorghe, Vice-Chairman of Romanian CIRED Committee, presented activities on restructuring of electricity power sector in Romania
Dr Rubin Taleski, presented activities on restructuring of electricity power sector in Macedonia
Biljana Pommerville, project manager in Raiffeisen Investment AG, Vienna, presented experiences in the privatization of the Energy sector in the Region
Dr Branislava Lepotic Kovacevic, co-ordinator of the specialist studies at the Law Faculty - Belgrade held the lecture on the up to date subject - Energy Law.
